What is a IA-CEPA Certificate of Origin?

The IA-CEPA Certificate of Origin can be used for claiming preferential tariff treatment under Indonesia-Australia Comprehensive Economic Partnership Agreement.

The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) is the most comprehensive bilateral trade agreement between Indonesia and Australia delivering a competitive edge to Australian exporters. While IA-CEPA builds on outcomes in AANZFTA, the two agreements will co-exist after IA-CEPA enters into force. Businesses will continue to be able to use AANZFTA.

IA-CEPA preferential Rules of Origin (ROO) are agreed criteria used to ensure that only goods that meet the IA-CEPA origin criteria receive IA-CEPA preferential rates. 

A good may be considered to be originating under IA-CEPA if it is:

  • wholly obtained or produced in the territory of a Party as established in Article 4.3 (Wholly obtained or produced goods); or
  • is not wholly produced or obtained in a party provided that the good has satisfied the requirement of Article 4.4 (Goods not Wholly Produced or Obtained); or
  • is produced in a party exclusively from originating materials; or
  • otherwise qualifies as an originating good under Chapter 4: Rules of Origin and meets all other requirements of this Chapter

IA-CEPA Certificates of Origin is used to access the reduced tariff/duty rates on goods under The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA).

How to obtain a ia-cEPA Certificate of Origin

Step 1:
Complete the Exporter Information Form (CO4) to register your business with us.  

Step 2:
Send your completed form to exportdocs.cbd@businessnsw.com.

Step 3:
Once your form has been received and accepted, we will send you the IA-CEPA  Certificate of Origin template with the corresponding instructions on how to complete the document.
