eATA Carnet
From 1 June 2026, digital eATA Carnets will begin rolling out globally, starting with the EU, Norway, Switzerland and the UK. During the transition period through to 2027, both paper and digital Carnets is required to ensure seamless customs clearance across all destinations.
What is eATA Carnet?
An eATA Carnet is the digital version of the traditional paper ATA Carnet. It digitalises ATA Carnets and their lifecycle management process – from issuance and declarations to transactions and claims.
The concept was first developed by the International Chamber of Commerce (ICC) in 2016, with the support of the World Customs Organization (WCO). It enables Carnet holders to carry and declare digital versions of their customs documents.
How does it work?
Australian Carnet holders travelling to any eATA country (EU, Norway, Switzerland and the UK) with a Carnet issued on or after 1 June 2026 will need both a paper and a digital carnet for border processing. Digital carnets are accessed via a mobile app, with customs transactions completed electronically using QR codes rather than paper vouchers.
Customs authorities in these locations will process carnets electronically and will request presentation of the QR code from the digital carnet at the border. Ensure you have an internet connection on your mobile device during your journey.
Additional countries will be added progressively as the system expands globally.

What is the ATA Carnet app?
The ATA Carnet app stores all information about your carnet and is used to commit transactions at each customs checkpoint. This can only be used in countries where they’re accepting only Carnets digitally.

The ATA Carnet app can be downloaded by going to the App Store or the Google Play Store

What is the ATA Carnet Desktop?
The ATA Carnet Desktop is a web version of the ATA Carnet app which is accessible by using your desktop/laptop if you don’t have access to the mobile app.

How does the eATA Carnet work at a border crossing?
At each eATA country border crossing:
• The Carnet holder (or agent) prepares a declaration in the official ATA Carnet mobile app
• The app generates a QR code
• Customs scans the QR code or manually enters the transaction details using the ATA Carnet Customs Portal
• The transaction is validated electronically and recorded in real time.
• No paper vouchers are stamped for eATA transactions.
What is a Carnet Pin/ID code?
The Carnet Pin and ID are used to download your carnet digitally onto the ATA Carnet app.
If there is an error in the eATA Carnet app, can I modify it?
Yes. Open the carnet Details, navigate to Travels, and click on Edit. After the edits have been made, click Save. You may also delete prepared travels if needed and if not yet transacted.
Do prepared travels synchronise between devices?
Yes. A travel prepared on one device for a Carnet will appear on another device with the same Carnet downloaded.
Can multiple representatives use an eATA carnet?
Yes. The holder can share one or more vouchers with their representative who will make the declaration at customs.
What does prepared travel include?
Exportation, importation, re-exportation, re-importation voucher and transit voucher if applicable.
Can prepared travel be deleted?
Yes
Can I do split shipments?
Not all customs accept split consignments. Please check with customs before planning a split consignment. You must create a dedicated travel declaration in the ATA Carnet App or ATA Carnet Desktop for each portion of the consignment.
