Submission to the Review of the NSW Apprenticeship and Traineeship Act
SUBMITTED: 13 Nov 2025
About this Submission
The review of the NSW Apprentice and Traineeship Act aims to ensure a responsive apprenticeship and traineeship system for NSW: one that meets the needs of apprentices, trainees, employers, training providers and the wider community.
The review provides an opportunity to consider improvements to the support provided for apprentices and trainees, for simplifying administrative processes, and for reducing red tape. It also presents an opportunity to consider the alignment of the State’s training system with new training models, and with related workforce development strategies at the state and federal level.
The majority of apprenticeships and traineeships in NSW are supported by small businesses. These employers face particular challenges in meeting their obligations of the Act. Our submission in response to this review considers issues pertinent to apprenticeships and traineeships in NSW as we look ahead and see new and emerging industries, evolving skills needs and enormous opportunities for skilled workers in comings years.
Business NSW encourages the NSW Government to consider reforms that make participation easier for small employers. Opportunities for doing so through modernising the Act include leveraging digital platforms, streamlining procedures and ensuring administrative services that are accessible and responsive.
The aim of these improvements is to ensure that employers can participate in the apprenticeship and traineeship system with confidence. In doing so, NSW can build a more accessible, responsive and relevant system that benefits apprentices, employers and the broader community.
